Sweltering in the Penthouse Level

It's 91' in a coworker's office.  I say again; ninety-one degrees.  People here are about to collapse and fall over from the heat.  And this is a fully heated/AC'ed building.   ..Theoretically....    
Some folks are about ready to walk out if they don't let us go early for the heat.  ..They've done so before for lower temps.. and frankly, I hope they do so again.  This just ain't right.. ya know??  I'm in the COOLER part of of the office.. n'est ce pas??  My office is only at 84', with the help of a nice li'l fan my mom got me at a thrift store for a dollar.
